Bournemouth residents’ views sought on Council’s political structure

Local residents are asked to share their views on how Bournemouth Borough Council should be run.

Public consultation starts today - 1 June 2010 - when local people will be asked to give their views on two proposed options for Council leadership.

Bournemouth Council must choose either to have a Leader and Cabinet or a Directly Elected Mayor and Cabinet by May 2011, after the local elections.

The consultation is required following the introduction of a new law.  The Local Government and Public Involvement in Health Act 2007 gives two options on how the Council can be run in Bournemouth.

Joy Postings, Service Director for Law and Governance said: “It’s important that we consult with local people on their views about council leadership and that they are fully informed and understand the options.”

Notes to editor:

Option A – Leader and Cabinet

Full Council elects the Leader to serve for four years – compared to one year at present. The Leader can then appoint between two and nine councillors to form a Cabinet.

Option B – Directly Elected Mayor and Cabinet

The Mayor is elected by voters in the town to serve for four years. The Mayor is not a Councillor therefore he/she will work full-time as a Mayor. The Mayor can appoint between four and nine Councillors to form a Cabinet.

An elected Mayor is different to the ceremonial Mayor.

Life Drawing class in Boscombe

I went along to a life drawing class this week on saturday at St Georges Wellspring Centre. The class had a range of people and abilities and the model was male, though vary each session. We started with a few shorter poses of a few minutes gearing up to an hour long pose at the end, though some of us moved around the model to break this down. if you are interested please contact Sarah - details below!

Our popular life drawing group meets monthly on a Saturday and has spaces available for newcomers. 
The time is 1.15pm til 3.45pm and the cost is £10. 
The venue is St Georges Church Hall in Boscombe. 

We are an untutored group and we meet (usually)on the last Saturday of the month and some Tuesdays in between. we are mixed abilities and ages.

Brothels.. as many new problems as solutions?

India Knight says in her article We only care about hookers when a monster strike in the Times today that

Murders are seldom sadder than when they are preventable. Blamires, Rushworth and Armitage might be alive today if they had worked in a big, clean, state-sanctioned brothel, with two giant bouncers on the door, panic buttons in the rooms and an in-house programme that weaned women off the class As.

Wouldn't it be great if it was all that easy... Sadly it is much more complex...Nearly all street prostitutes are funding a drug habit - that is why they are doing it.  Many of them are also funding the habit of a partner or pimp and many are coerced in some way if not only by their drug addiction. 

So put yourself in the shoes of a woman who is a street prostitute. If brothels were legalised what difference would that make to you? Why on earth would you sign up to ths new 'job'.

Street prostitutes live very chaotic lives, many are also homeless, what would these brothels offer to entice street prostitutes to use them? 

A roof over their head? Some might welcome the free housing as a way out, but would it be taken away if they stopped prostituting themselves? Will the women who are here illegally be entitled to a place in one of these brothels?

Safety? provided by who, if not the dodgy gang? The state? and what if she wants to refuse a customer like she can on the street? does she get a choice? How much of the money she charges will have to be given to the brothel owner? and if this is the state where will that money go?

Many people say that the women in legalise brothels could be tested for STD's and drug use. so where would those who could not work in a brothel then go to work - back to the street?

A bit more thinking needed here I think

Artist Commission

Artist's Commission An experienced artist is sought to create a 2D artwork for a large retaining wall on the Westbound platform of Pokesdown for Boscombe railway station in the Borough of Bournemouth . Community consultation will play an important role in this commission, during the project's concept design stages. The final work produced will be that of the artist.

The commission fee is £4000 and installation of the work is expected by 1st September 2010. The artist's contract will be with Bournemouth Borough Council's Libraries and Arts Team as part of the Information, Culture and Community Learning Unit. There have been enquiries about this from local people. Nigel Billett, Principal Appeals and Enforcement Officer, Planning Control said: “Planning legislation permits certain uses to take place on open land without the need for formal planning permission for up to 28 days in any one year, this includes traveling fun fairs.”   Note: If there are issues of noise nuisance from the site, Environmental Health have powers to deal with statutory noise nuisances. Health and Safety at fun fairs is a matter for the Health & Safety Executive. Boscombe precinct receives a spring clean

Boscombe precinct is being treated to a full spring clean as part of the ongoing improvements to regenerate the area.

Bournemouth’s Street Services team are busy tidying shrubbery, pressure washing street furniture, bins, planters and removing stickers and minor graffiti in order to make the precinct a more safe and pleasant place to visit.

The Boscombe fountain has now been removed and the Council received 170 responses to a recent poll with almost two thirds of residents suggesting the area be replaced with paving which has now been carried out.
